The UK Is Running Out of Water and Wasting Wind Power — Andy Burnham Must Think Bigger

Britain is enduring another summer of extreme weather, and the consequences are becoming impossible to ignore. Recent BBC reporting highlighted how drought is now hitting businesses across the country—from agriculture and food production to manufacturing, logistics and retail. Even firms that “don’t use much water” are discovering that their suppliers, customers and distribution networks do. Water scarcity has quietly become a system‑wide business risk, not just an environmental concern.
At the same time, Britain continues to pay renewable generators—particularly in Scotland—to switch off wind turbines because the electricity network cannot move power to where it is needed. In 2026 alone, constraint payments have already exceeded £1bn and are expected to rise further as more renewable capacity comes online.
We, the consumers, pay for this.
These two crises are often discussed separately. But they are symptoms of the same underlying problem.
After examining every Government body tied to the UK’s energy system, the conclusion is unavoidable: Britain has no overarching resource strategy. What we have is an energy strategy—and it’s far too narrow to manage the essential utilities our economy relies on. A one‑dimensional plan in a multi‑resource world.
The Government’s Clean Power 2030 Action Plan is an important step forward. The forthcoming Energy Resilience Strategy will also matter. But both documents share a fundamental limitation: they treat energy as a standalone system.
They do not meaningfully integrate:
Water scarcity
Agricultural resilience
Industrial cooling
National water transfer
Desalination
Flexible demand
Food security
Multi‑utility corridors
Climate‑driven infrastructure stress
This is why Britain can have too much electricity in Scotland while simultaneously experiencing water shortages in southern England. It is why businesses are facing drought‑driven disruption at the same time the country is curtailing renewable energy.
This is not a resource problem. It is a system‑design problem.
Drought is now an economic issue—not just an environmental one
The BBC’s recent coverage made clear that drought is no longer a seasonal inconvenience. It is a direct threat to productivity, supply chains and business continuity.
Over 70% of England is now officially in drought.
More than 29 million people are under water‑use restrictions.
Reservoir levels have fallen to historic lows.
Farmers are reporting the worst harvest in decades, with cereal yields down sharply.
Water abstraction restrictions are affecting food producers, manufacturers and logistics operators.
This is not a temporary anomaly. It is a preview of Britain’s future climate reality.
Heatwaves, droughts, water stress and infrastructure disruption will become more frequent and more severe. Yet our national strategy still treats water as a regional utility issue rather than a national resilience priority.
Energy security cannot be separated from water security
The UK’s current approach focuses almost entirely on electricity generation and transmission. But energy and water are deeply interconnected:
Renewable energy needs transmission capacity.
Transmission upgrades require water‑intensive construction.
Desalination plants require electricity.
Agriculture needs both water and energy.
Industry relies on cooling, processing and storage.
Households, schools and hospitals all need heating, cooling, water and power.
Treating these systems separately is no longer viable. Britain’s infrastructure was designed for a climate we no longer have. And the Government’s current strategy is not designed for the climate we are moving into.
Britain has the resources—but not the connections
The UK is not short of natural resources. We have:
World‑class offshore wind
Abundant rainfall in the north and west
A vast coastline
Strong agricultural land
Established road and rail corridors
What we lack is the infrastructure to connect these resources and move them to where they create the greatest economic and social value.
We have:
Surplus electricity in Scotland
Water shortages in the South
Constrained transmission
Limited storage
Fragmented water infrastructure
Siloed policy departments
No national corridor strategy
No integrated resource plan
Vast institutional capital and one of Europe’s most innovative private‑market sectors
This fragmentation is costing Britain billions—in lost productivity, higher system costs, reduced competitiveness and avoidable climate‑driven disruption.
The UK needs a Resource Strategy—not just an Energy Strategy
A future‑proof national strategy must integrate energy, water, agriculture, industry, digital infrastructure and resilience into a single system.
That means thinking beyond:
Individual transmission projects
Isolated water schemes
Regional drought responses
Siloed regulatory frameworks
Short‑term crisis management
It means designing infrastructure that is connected, scalable and multi‑purpose.
It means treating Britain’s natural resources as a national asset, not a set of disconnected regional challenges.
And it means recognising that the next generation of infrastructure must be built for:
Climate volatility
Electrified transport
Industrial decarbonisation
Water scarcity
Food security
Digital resilience
Long‑duration storage
Flexible demand
National security
This is not a grid upgrade. It is a national resilience upgrade.
A more holistic approach is possible—and necessary
The UK has the engineering capability. It has the natural resources. It has the institutional capital. What it lacks is a coordinated, multi‑resource strategy that connects these strengths into a single national platform.

The UK’s energy strategy is necessary—but not sufficient. It is not holistic. It is not future‑proof. And it is not designed for the interconnected challenges Britain now faces.
If Britain wants resilience for the next 50 years, it must stop thinking in silos and start building connected national infrastructure.
Energy alone is not enough. Water alone is not enough. Agriculture alone is not enough.
Britain needs a Resource Strategy.
And the good news is: a more integrated, more resilient, more economically productive model is entirely within reach.
